Could drastically reducing the USA military budget be an actual safety concern?

The US military budget is bigger than the next 10 countries combined. This seems ridiculous, and so much could be accompliashed in social policy with that money.

But if the budget were reduced to say, just being 10% more than the 2nd one, would this significantly change global power balance? Would this significantly lower safety for the USA and it's allies?

What would happen if it became not even the number 1 spender?
