Why are the front wheels of tractor trailers "outies" while the rear wheels are "innies"?

When I see large trucks, the front wheels often look like this with the rims extending beyond the outermost part of the tires. For the wheels in back, there's some empty space within the outer edges of the rims. Why are the front and rear wheels shaped differently?
