Do most people make look at what food they are out of before going grocery shopping?

My family wastes a lot of food. I am ashamed of it. We have so much that the refrigerator is always completely full and expired food gets thrown out basically every week and some gets forgotten about for months or even years. A similar situation is going on with the pantry. Most the groceries are left on the ground in bags these days.
The problem is buying more food than we need. Obviously something needs to change but how does the average person manage it?
