(UK) I want to start a business doing guitar repairs but need to buy tools to learn the skills necessary to do so. Can I claim back the VAT on the tools?

I don't know when I'll be able to begin offering services to customers since I need to buy the tools and gain the experience of learning to do the repairs first. It might even take over a year because I have health problems. Can I register my business and register for VAT and claim the VAT back on the tools and other business related expenses with no sales or service based income whatsoever?
