How can people get away with stealing license plates or cars when there is surveillance everywhere?

Can’t the road cameras that read the plates tell when a car or plate is stolen and automatically contact the police?
Every time I hear about a big retail theft people say, “they’re never going to get caught because their car probably has stolen plates.”
How can this keep happening in 2024? Do other countries have this problem still?
