Do children not get excused absences anymore?

I have worked in medical, orthodontic, and dental offices and some parents absolutely refuse to bring their kids in during school hours. Even if they are sick or in pain. Is this just a case of parents being too strict about missing school or have things changed since I was a kid?

EDIT: I should add that these people always cite their child cannot miss school as the reason so I don’t think it is because of work conflicts
