Why do people with popular social media accounts post something and then in the information of that post, put a title followed by a dozen or so dots dropping vertically and then after that have 2 dozen or more hashtags?

You see it on Facebook and Instagram posts all the time. You click the “information” portion and below a simple line of text is dot dot dot dot . . . . . . . . . . . . Like this and then a bunch of ######## hashtags with different relating topics.
Why is this format used? It’s such a waste of space I think.
