Is it rude to sit in the outer tables of a cafe without ordering anything?

A lot of cafes will have internal seating (inside the cafe building) and external seating (tables/chairs) right outside the building.

I know it's rude to sit inside without ordering anything. But is it rude to sit on their tables outside without ordering anything?

Or is that considered normal?
