What does blocking out your emotions mean? What does it feel like?

I've heard the phrase "blocking out your emotions" a lot of times, especially to avoid dealing with stuff you don't want to. But what does it exactly feel like? Is it literally feeling nothing about some incident or does it mean you feel a diluted form of an emotion compared to how most people react to this situation?

Does it make this person apathetic to a lot of stuff around you?
