Why can't cops arrest people who steal your stuff even if you have a tracker on your items?

This is just something that's been biting at me. I was robbed a year ago in Barcelona and despite our luggage having trackers in them, the Cops claimed they couldn't do anything about it. Even in the US I guess we pretty similar laws, which begs the question that if we can prove that our stolen items are indeed being held somewhere then why can't they just go and get it and arrest the criminals? It feels like they're being handed an easy case on a silver platter.
