Is it Bad That My Boyfriend Won't Stop Talking to an Ex Who Desperately Wants to Get Back Together with Him?

I've seen some of their texts. She sends him paragraphs of texts about how:

"I regret not doing xyz when we were together"

"I would be a better person in the future."

"I'm sorry for the way I treated you and I'm sorry that I lost you."

"I've grown and changed now. I'm different now"

"You're such an amazing guy, you deserve someone who appreciates that"

"I'll ALWAYS be here for you"

"I can be your shoulder to cry on"

He responded with platitudes, but no discouragement.

She even invited him to come see her and he said, "I don't want to get in trouble with my girlfriend."

Those were just what I saw. There are pages and pages of more texts that he said "could be interpreted as looking bad"

He justifies it saying "we're just friends" "she's just reminiscing" "She means nothing by it" and is adamant that he did nothing wrong and will not stop talking to her unless I "make him do it, but he doesn't want to lose the connection"

Is this weird??
