Is it better to immediately pull out of your offer if you didn’t meet the offer?

So results day tomorrow My friend in the year above said he just missed his offer so they took DAYS to decide to decline it last year and he waited because some people got in despite being down a grade or two. But because he waited it meant a lot of the courses in clearing were already gone as it’s first come first served so basically he got completely fucked over due to how long they took to say no. As you can’t go through clearing until they decline your offer or you pull out.

So if you miss your offer by a grade or 2 is it best to sit and wait, while everyone gobbles up any decent course in clearing, or immediately back out and go through clearing yourself?
