Do cities get chosen to host the olympics because they are known for training a large number of Gold medaled Olympic athletes?

Hence is why other wealthy major cosmopolitan cities in the world don’t seem to come up to bid? Guess they don’t have an Olympic reputation there or have very few well known athletes to help promote them.

And likely those host cities already have the facilities to train and let them compete?

hence NYC, Boston, Washington DC or places like Dubai of UAE despite all its wealth and infrastructure still don’t stand a chance?

I am guessing Las Vegas and phoenix while they can more than afford to build indoor facilities for all the events wouldn’t really have a good enough reputation to host?
