Is the word "butch" (as in butch lesbians) considered offensive?

Sometimes when I see a masculine lesbian, I'll say that she's a butch lesbian (not to their face, obviously). I don't see it as a bad thing. But my mom said that the word "butch" is offensive/politically incorrect and that you aren't supposed to call them that. She seemed shocked that I said it. I was under the impression that it's not derogatory. Is it something that only butch lesbians are allowed to call themselves? Do they see it as offensive if someone who isn't a butch lesbian says it?
