As a complete beginner to working out (M, 21), would it be possible to see/feel any significant results after a month of home exercises?

I'm not super thin or have any noticeable body fat apart from a bit of belly chub. I know it's pretty hard to gauge this kinda thing, as everyone's bodies are different and all that; I'm also not crazy enough to think that I'll go from normal to beach bod in the span of a month. But I was wondering if I really put my all into it for 30 days (give or take), would be able to notice any significant results, both in terms of how strong I feel and look (like, will I see any significant growth in my biceps or chest or whatever)? I've heard of "newbie gains", but I'm not sure how noticeable they are.

And could it be doable with just a set of hand weights/ dumbbells? Don't want to spend money on a gym membership.

Edit: Follow up question: if I was looking into hand dumbbells, what size/weight do you think would be good for a beginner like me who wants to see results? I would look into adjustable, but they're a bit out of my price range unfortunately. Unless you have an alternative you'd recommend.
