Which one is the worst: EVERYBODY regardless of social status is deemed as the state's nemesis by the government or being an ex-con who is released from prison stigmatized by others in society?

To be clear, there's a difference between the following, despite both being bad in their own way:

Released from prison as an ex-con, but you are having a hard time integrating back into society. Brutal regime who PUNISHES everyone regardless of your class, age, race, gender, etc.
At least, you still have your basic human rights, despite being deemed an ex-con by society The ENTIRE nation is one large prison with no way to escape, as escapees are shot on site
You will face stigma from others, so there are hurdles into finding proper employment No basic human rights nor any freedom at all, as it's ruled with a strong iron fist dictatorship
You have to state your criminal past (even though it happened a decade ago) to others Everyone's movements and activities are constantly surveilled, no secrets are allowed
People have fears, as they associate ex-cons into looking like gangsters or hardline criminals Everybody is deemed a prisoner and enemies of the goverment (REGARDLESS of class, age, etc.)
Rekindling relationships will be challenging depending on your past circumstances Both babies and citizens are prisoners from birth as the government says so, no objections
You try your hardest to adjust living a normal life but people still hate you're from prison Social credit system is there - if you are the lowest tier, you have access to NOTHING
Getting social assistance or benefits is near impossible, regardless of numerous attempts All forms of rebelion are forbidden, as the state indiscriminately murders ANBODY they'd like
Public housing is hard to obtain, since the people organizing them hate ex-cons You cannot commit ANY form of crime (whether petty or heinous) as you'll be tortured or killed
Your finances are not secure, so you have to improvise on how to earn a living wage One slight deviation results in a instant death sentence, sent to an extermination camp
There will still be other forms of discrimination, but you can still turn your life around at least The regime pick and chooses: gambling with everybody's lives, they can pick who to kill
You will have to adjust your paradigms, as the world has changed and evolved overtime There's no judicial system: big brother decides whether they want to spare or eliminate you
Even if you've managed to find a job, there are those who will still hate those from prison They're more ruthless than the Nazis and Soviets, to a whole other level
