Is promiscuity the natural state of humans?

Are people only monogamous because of social expectations and the fact that cheating is seen as wrong? We see this with celebrities; when a lot of men become famous/rich, they cheat on their wives often and are promiscuous (because they can get away with it, and they attract women). Even faithful people in monogamous relationships are attracted to other people but don't act on it. If there were no social rules, would everyone be promiscuous?
