How to buy refundable flight tickets in Canada?

I don't know why but I was always under the impression that flight tickets are refundable as long as you cancel it more than 24 hours prior to the flight.
Well I just found out not! I tried to book a flight on FlightNetwork, and it tells me that the all bookings are permanent and you can only get a refund if you show a doctor's note to prove you have an illness.
Is this true??? Is there really no way to book a refundable flight ticket in Canada?
