How did poor-ish homesteaders and normal people have horses but now it costs a fortune to have/house/care-for a horse?

I live in a rural area where some of the ranches have horses, but when I do the math it looks crazy expensive. I've settled just on quads since they don't get lonely and I can ignore them for weeks without issue.
It seems like horses are crazy expensive but at the same time I think normal, certainly not insanely wealthy, people had horses back in the day.
