Why doesn't the government just make all drugs legal and tax them?

People will do drugs regardless of if it's illegal or not. I am including hard drugs like cocaine and heroin. What incentive does the government have to make drugs illegal? Obviously it is unhealthy, but there are a lot of things that are unhealthy that are legal, like fast food, cigarettes, or alcohol. It seems like the government is missing out on a lot of potential tax money. It would solve a lot of problems with drug purity and trafficking, too.
