What happens after a complete technological blackout and what are our losses?

Say there was a zombie apocalypse that lasted 10 years but we were able to overcome it and regain a sense of normalcy, would we be able to revive the internet as it was or is that something that needs to be maintained and therefore gone forever? I'm really curious to know if digital archives and research would just disappear or if we have other methods of protecting this knowledge we have accumulated over the history of our species.
