Why have debates not silenced mics to prevent participants from screaming over each other?

Any debate has a potential to devolve into a shouting and smirking match. Why not just mute a person when its not their turn or time to talk?

Edit: Good point about candidates not agreeing to rules. I think a way about it is to allow the screaming to go on live, but the broadcast would be edited to only reflect what they said in their allocated time.
