Why don't auto manufacturers design fog lights to go off when the car is off and not go back on until the drive actually needs them on?

Most cars have fog light switches that don't cancel once you turn off the headlights or turn off the car. Most European models do since the light switch cancels everything once you turn the lights off. The switch on the stalk is set to on so when you turn on your headlights the fog lights go on automatically. Volvo and most other European cars cancel meaning you have to WANT to turn them on.
