Why do people use other’s names in insults?

If someone is trying to jab at a stranger online they’ll use their name like “Ok, Ronald” as if their name is so bad that just calling them by it is a comeback. It’s not personal, it doesn’t make sense because many other people have those same names and they’re technically jabbing at them too. Whenever I see this and the person saying it is favoured by the majority it always irks me.
