Do people really ask strangers out on dates?

I've read stories of people thinking a stranger is attractive and asking them to go on a date with them like this;
"Hey, I think you're cute, would you like to go out for dinner?"
Is that something that really happens?
I don't understand it.
How can you ask someone out on a date just because they look physically attractive?
You don't know them nor don you know nothing about them.
Shouldn't you get to know them before you ask them to go on a date with them?
