Why do doctor's offices pause accepting new patients (in the US)?

It just seems to me that a medical office should allow anyone to schedule an appointment. If a slot is open in a time range that works for the patient, that's great. If not, they can say no thanks, I'll look elsewhere.
Is there some sort of regulation determining the maximum number of patients a practice can see? Why arbitrarily set limits?
