If a parent is at the US-Canadian border and their little kid runs across the border can the parent run across to get them?

Search isn't working for me so this might have been asked.

I'm asking because there's so many places where backyards go right up against the border. The Peace Arch Park straddles the border. If you didn't know where you were you wouldn't know you're at the border. Little kids love to run off, and I can easily imagine one running to the other side, and throwing a tantrum and refusing to come back.

Can you go across to get them? Does sombody on the other side have to pick them up and hand them over? I've been thinking about this for longer than I should.
