Why people in sub-Saharan Africa have black hair despite sun exposure.

It seems that in a lot of cases, spending a significant amount of time in the sun can cause your hair to turn a lighter shade, even if only very gradually and slowly.

So then why do most people in sub-Saharan Africa have jet black hair constantly? Shouldn't the sun lighten it at least some of the time?
