Why can “To Catch a Predator” arrest people?

Please understand I am NOT defending pedophiles. I can assure you all that it doesn’t bother me that these people get arrested, and I hope they rot.

I guess I’m curious about the semantics of the law here: if a pedophile is chatting with someone they THINK is 14, but it’s actually Chris Hansen, what makes that illegal? I understand that intent is a component to it, but I’m curious why it’s illegal when the pedophile is technically talking to an adult. Maybe it’s a conspiracy charge? Idk, help me out!
