Where does "Long hair is for girls" come from?

Presumably girl hair grows just as quickly as boy hair, so where do we get the cultural notion that girls should have long hair and boys should have short hair?
I know there are cultures where men wear long hair. Are there cultures where the norm is for men to have long hair and women have short hair?
