Do people get away with gerrymandering?

I've read online that racial gerrymandering is illegal, which yes good. But it said things were more grey on the matter of partisan gerrymandering. So does that mean people do that still? Why isn't it all just illegal? Also I barely know anything political in the first place so sorry if I sound really dumb.
