Any other games which focus on the settlement?

Hi, I was really hyped to the settlement update and I am currently upgrading my settlement.. But it just feels shallow and dont have an actual purpose.. Is there any similar game which have a good settlement focused theme. I know there are games where you grow village or civilization.. But I want a game where we are our own playable character and we can build a settlement on side, not just base building.. Do fallout have similar settlement or just building base and no npcs?
