Are Civilizations/Federations a good fit for a new player?

I'm still in Galaxy 1 and I am very new to the game. I'm in my 2nd system going planet to planet setting up little outposts and I'm enjoying playing solo as is but wouldn't mind playing w/ others and making friends IG. Would you recommend trying to join a group as a fresh player or wait until I get father in or a better ship? Also if you think it is a good idea to join one, is there one you would recommend? Can you link up your teleporter to the Hub or would I need to build a base on the home world? Thanks for your help.
