Bug or feature? Recruiting pilots after switching ships

Xbox X. Trying to build a squadron with sentinel ships. Followed the steps to 1) Exchange ship with NPC pilot 2) Approach pilot at new ship and attempt to recruit.
I’ve been able to do this three times, but keep running into the problem that “Recruit pilot” does not show up as an option after exchanging ships. If I exchange back to original ship, it gives me the option to recruit again. Exchange again and option disappears.
Is there some reason for this? A timer or location block?
