Help with leaves

So, like most rural houses, I have a drainage ditch between my property and the road. No the one in the front yard has reeds, a few small trees and flowering plants. The back yard is just grass. My idea is to lay my leaves in the ditch so they can biodegrade, then plant flowering shrubs and also let nature take its course. I feel this will encourage natural growth, the larger plants will help drain the water, and it will kill the grass. Am I right.
