Getting rid of the clover

Slowly getting rid of my lawn. Started by getting rid of a large chunk and replacing with a flower bed. I originally laid down the some plastic, covered with mulch and have just been cutting holes and dropping plants where I want them. But now I feel like the plastic has been choking out some of my spreading plants, so I began pulling mulch and pulling plastic. How do keep the clover out of the flower bed WITHOUT using plastic? Weed cloth and rocks??
