SIM question

I have a MINT sim card. I did not buy the phone at MINT. It says it is SIM locked under carrier lock. So, I can't add an ESim. I switched in a Verizon sim to test the situation. The verizon sim also works but it still says SIM locked. So my phone is unlocked because I can put in different carriers SIMs, so why does it say SIM locked? This is preventing me from using an ESim.
