Better character to overload Black Shadow: Scarlet or Modernia?

Got enough golden tickets to grab both tomorrow should my rolls go poorly but I’ve only got one spare pilgrim set I can overload so I’m curious who is the better candidate with how hard pilgrim pieces are to come by. Is scarlets kit looking good enough or would Modernia be the better option since we already know how good she is?
