Need helping finding specific story

Awhile ago I came across a pre-Heresy story that's started from the PoV of a remembrancer "The planet had only in the last 100 years wrestled control away from xenos to have us, come and call for them to kneel. Who could blame them. And how could I have known the 8th would've showed up" then goes on to tell how they massacred near the entire fleet in high orbit. Konrad have the Lords round up all the dead bodies, flayed them, them dumped it on a city. I cannot remember the name.
