Upgraded nomination not able to appeal

Hi,
One month ago, an upgraded nomination of mine got rejected, so I just appealed and my nomination got through. However This week, one of my upgraded nomination that should totally be valid has been rejected due to incorrect location.
Yet, this time I don't even have an option to appeal this decision. I have a great wayfarer rating and all my nomination so far has been accepted.
Why am I not allowed to appeal this nomination ? Is there a cooldown or appeal limit per account ?
