In Hero League, when is it okay to pick two supports? Who can't pull it off as a solo support and who can?

I recently hit level 40 and have a good stock of heroes so wanted to try out Hero League soon. However, my favorite support to play is Tassadar.

I've heard people talk about when it's worth running two supports, and who they should be. Tassadar is often referenced as a support that can't carry a team on his own. What other supports fall into that category? What should I be looking for when picking Tassadar? Any other info related to the subject would be useful, as I have an okay grasp on warriors and assassins but the support choosing game seems a bit tougher.
