Is it safe to use an image as long as I make changes to it?

As we all know, you can't just use whatever images you want in a video. However if I make changes to it (E.G animate a character walking through it) could I use any image I find on Google images? Does using a picture of the white house and animating a character walking past it make it a transformative work and therefore allow me to monetise the content?
