What am I doing wrong? Can't get any Public Watch Hours

Hello,

I'm hoping someone can tell me what I'm doing wrong. I've mentioned here that I run a live stream of naval ships coming an going from Norfolk Naval Base. Last weekend we had the USS Eisenhower Carrier Strike group return to base after a 9 month deployment. Lots of military families that could not be local watch it on our stream. We had 5505 views, with a peek of 480 watching at one time. The stream got over 1,031 watch hours. Yet I got almost no Public Watch Hours. The steam was set to Public and was shown as live on our YouTube page. What are we doing wrong?
