New YouTube Policy: Must reach 1k subscribers in 1 year?

Howdy all, I've been trying to get some information on the new policy updates but the information is scattered. One of the streamers I watch mentioned that you have 1 year from the beginning of your channel to hit 1,000 subs and 4,000 hours or you'll be blacklisted for monetization.
Has anyone else heard this?
