Is there a way to make listen servers default to sv_lan 0?

In order to host a TF2 server, I've been using the "create server" button and typing "sv_lan 1" and "ip <my external ip>". Then, I'll use map "<whatever map>" to make it take effect. This worked great for a while, but recently I've been having issues changing maps. Any time I change maps with sv_lan 0, I'll crash.
So. Is there any way to make sv_lan 0 take effect other than the map command or changelevel command?
However, don't stress it too much. I can always host a dedicated server and execute commands over rcon. I'd just like to be able to host a server via "Create server" if I can.
