Riding experience

Pretty much the title, I’m from New Zealand and I’ve attended a few new rider courses I’m happy I’ve spent the money on it but unfortunately it means I’m no closer to getting my learners permit.

My question is what’s the best way to going about getting experience if I’m technically not supposed to be on the road. I have a parking lot maybe 3 minutes away I can practice in but I’m just worried about being pulled over.

I went for a ride and practiced my low speed turns and practiced turning with the clutch and I’m just having so much fun but at this stage I’m at a loss if I should just keep doing what I’m doing.

Just to add the police here do seem really laid back.
