Starting a new character

Hi all
With the undermountain update looming, is it suggested to start a new character which I want to do anyways besides the update but wondering if i should or shouldn't and if i do what is a good DPS character that dossnt cost millions and millions or AD to get too good level, I do understand that all characters require a few million but I've heard some characters cost alot more than others.... share some thoughts I'm on create character page as I write this. Lol
