Getting a IPV4 without requesting one from my ISP.

I’m having IP conflict issues with a service I use; it’s been going on for a year. I requested a new IP from my ISP. They told me my IP is dynamic and to just power cycle my modem, but it's the same when I look up my IP. I have a photo of my IP from about six months ago, and it’s also the same.

I’ve done some research, and it sounds like getting a new Mac address or model can work, but can anyone confirm before I spend money on a new one?
