Rule Q: Hudson 1.0 + Shiro vs. Account Siphon.

I'm running criminal against a Jinteki deck, and played Account Siphon at HQ. In order, I first encounter Hudson 1.0, and do not break the subroutines. (->You cannot access more than one card this run x2) Next, I hit Shiro, which states that (->the runner accesses the top of R&D unless the corp pays 1, which he didn't.)

Because Hudson has forced me to access the one card that I am allowed this run on R&D, I'm not allowed to access any cards from his hand. The wording on Account Siphon is "instead of accessing cards, do X," so would Account Siphon be prevented from working? Or would it be prevented?
