Housing crisis

I came across this documentary on the housing crisis (it focuses primary on Amsterdam) which was made 2 years ago and yet the housing crisis remains and is worse than 2 years ago. Whilst some of the facts are inaccurate, there is most certainly a housing shortage and lack of affordable housing. The government continually promises more social housing to be built but it seems like the targets arent hit and their promises remain a promise. Social housing also isnt possible for some people, as they are earn too much yet not enough to be able to afford €500k plus price tags.
What do you think the answer is to solve the current housing problems?
